Efficiency Evaluation of Provinc ial Environmental Regulation of China Based on SE-SBM Zhang Tianyue Chinese Academy of Social Science Base d on the SE-SBM model,the environmental impact was introduced into the calculati on as the undesirable outputs of regulation.Apart from facilities and capitals,t he environmental policies became another important part of regulatory inputs.The n the comprehensive measurement of environmental regulation and the efficiency e valuation of 31 provinces were achieved by means of indicator system and cluster -DEA analysis.Results showed that unlike the decentralized structure in 2005,the clusters in 2010 were more concentrated.It was revealed that the industry of mo st areas was significantly impacted by environmental regulation.While there were minor differences between the DMUs,which indicated that the regulatory efficien cy of Chinas provinces tended to be similar and stable in the“Eleventh Five-Y ear”period.Overall,with the increasingly focus on the issue of industrial pollu tion,all the 31 provinces in China has accomplished impressive results both in t he input and output of environmental regulation,however,the optimal level of com prehensive efficiency especially in the field of resource allocation and yield p erformance has not yet been achieved. environmental re gulation;undesirable outputs;comprehensive efficiency;cluster DEA;SE-SBM model
