“Farmer direct subsidy funds secured loans”policy recommendations were adopted by the Jilin provincial government and the Ministry of finance in September 2009,which was put forward by author presided over Jilin Province Department of science and technology soft science team.This article explained the basic ideas of putting forward this proposal,introduced the basic situation from policy recommendations to promoting it from trials to the whole province,and discussed the broad prospects for further participation in rural financial innovation.
