目前中国急需提升自主创新能力，以应对日益激烈的国际竞争和解决自身经济发展中的诸多问 题。但是经济实现跨越式增长的同时，促进增长的相关因素并没有形成有利于内生技术进步 的激励机制。本文通过建立模型对企业的创新行为选择进行了分析，解释了目前我国面临的 技术创新困境，并提出了政策建议。

At p resent,in order to deal with increasingly fierce international competition and s olve the problems in economic development,China must promote independence innova tion ability.However,the factors which promoting growth didnt become incentive mechanism of the endogenous technology progress,with the great-leap-forward gro wth.This paper establishes a model to analyses the innovation behavior choice of enterprises.It explained the technology innovation dilemma of China and put for ward some suggestions.
