发展低碳经济已成为国际趋势，日本积极采取了一系列应对措施，可谓发展低碳经济的先行者之一。本文试结合法经济学的成本收益分析方法解读日本发展低碳经济的政策体系，以期对 我国低碳经济的发展提出一些建议。
